Committed to ensure ease of doing business

With a very open and global mindset, we have worked aggressively in the last 15 months to make India an easy place to do business. We are committed to creating favourable conditions for business and industry because we believe that they are necessary for improving the lives of ordinary citizens in India. A recent study conducted with the help of the World Bank Group has brought out the urgency among our provincial governments on ease of doing business. They are moving hand-in-hand with the federal government in this direction in a true spirit of cooperative and competitive federalism. In fact the provincial governments have now entered into a healthy competition among themselves to ensure that a transparent, predictable and user-friendly regulatory mechanism is quickly put in place.

Friends, one of the biggest challenges in India today is to productively employ our youth. For meeting this challenge, we need to provide a huge push to manufacturing, which has stagnated at around 16 per cent of the GDP for several decades in India. This percentage must reach around 25 in the short and medium term. With this in view, we have launched the 'Make in India' initiative.

Government in bid to improve ease of doing business

NOIDA/GREATER NOIDA: The three development authorities of Gautam Budh Nagar have been told to set up a team of officials and send them to various states to study how they make life easier for investors.

In a letter to the CEOs of Noida, Greater Noida and Yeida on Wednesday, UP chief secretary Alok Ranjan has directed them to constitute a team of officials and send them to different states including Gujarat, Madhya Pradesh Maharashtra, Rajasthan and Andhra Pradesh to study the business procedures adopted by them.

According to the letter, which clearly shows the state is keen on cutting down red tape and simplifying compliance procedures for investors, Ranjan said the central government had recommended that a simpler mechanism be put into place to replace the myriad permissions needed to start an enterprise.

The forward-looking measures have to include GIS-based land bank, clear land allotment procedures, building plan approval through AutoCAD, easy access to zonal plans, online system for approval of building plans, digitization of land records, timelines and online process for water and sewage connections, etc. All these simplified procedures will also have to be uploaded on respective websites by October 31. An action taken plan and compliance of directions will be discussed in a meeting scheduled with Ranjan on October 12, officials said.

Textile entrepreneurs urge ministry to improve ease of doing business

The Indian Texpreneurs’ Federation (ITF) has sought a proactive Textile Ministry to help achieve its vision.

Seeking policy changes to make the mill sector vibrant, ITF Secretary D Prabhu has in a communication to Prime Minister Narendra Modi categorically stated that the Federation is not seeking sops or subsidies, but better support from the Centre to do business with ease.

An industry insider told BusinessLine that there is some disconnect between the TN textile sector and the Ministry of Textiles at the Centre. “Many of our burning issues such as undue delay in disbursement of TU subsidy, lifting the TUF black-out period (between June 29, 2010 and April 27, 2011), and scrapping the hank yarn obligation, among others, remained unaddressed. We look forward to a constructive dialogue to achieve the targeted growth and usher in a transformational change. For this to happen, we will need the powers-that-be in the sector to visit this region, understand our concerns, and address them without delay,” the source said.

Government to exempt start-ups from complex registration procedures

The government plans to exempt start-ups from various rules and regulations till they achieve a particular turnover in order to give a fillip to the sunrise sector.

"Lots of start-ups are coming up in the country and there is a need to provide a conducive environment for their growth," Secretary in the Department of Industrial Policy and Promotion (DIPP) Amitabh Kant said on Thursday.

"I think the challenge really is that how do we ensure that they (start-ups) do not have to go through any of the government procedures and regulations. We are pushing that for a particular number of years or till they achieve a particular turnover," he explained.

He said, "these start-ups will not have to go through the complicate procedures of company registration or labour registration or income tax processes, it is something which we are trying to evolve," he said.

Kant also said India was seeing a huge energy, vibrancy and dynamism in start-ups and the country has to encourage a lot of people to get into manufacturing. Start-ups have to be given a major thrust, he added.

Government warns states not enabling ease of doing business

Describing World Bank's latest ease of doing business report as flawed as it uses inputs from Delhi and Mumbai, the union government on Thursday cautioned states against underperforming on ease of doing business parameters.

"We will name and shame states that underperform on ease of doing business parameters," Industrial Policy and Promotion Secretary Amitabh Kant said at the release of a report here on "Ease of doing business", compiled by the PHD Chamber of Commerce.

He said his department's report on ranking of states, brought out in association with the World Bank and KPMG last month, will be improved further next year by basing the assessment on 336 parameters as against 100 this year.

Government working on plans for major thrust to start-ups: DIPP secretary Amitabh Kant

In a bid to encourage start-ups, government is taking steps that will exempt them from various rules and regulations till they achieve a particular turnover, a top official said today.

Lots of start-ups are coming up in the country and there is a need to provide them a conducive environment for their growth, Secretary in the Department of Industrial Policy and Promotion (DIPP) Amitabh Kant said. Talking about ease of doing business, Kant said the government has taken several steps to improve India's ranking.

India is currently ranked 142nd among 189 nations in the World Bank's Ease of Doing Business 2015 study. With the exception of two parameters (getting credit and protecting minority investors), India does not feature in the top 100 in the remaining parameters.

In 'dealing with construction permits' and 'enforcing contracts' parameters, India ranks among the bottom.

India to improve ranking in World Bank's ease of doing business index

India is likely to improve its ranking in the World Bank's ease of doing business index this year and its chances of being among the top 50 countries by 2016 are very high, DIPP Secretary Amitabh Kant has said.

"The Government is attempting to dismantle unnecessary procedures," Kant said, adding that states were also contributing to the process and were being continuously assessed.

Kant was addressing business representatives at the release of a report on 'ease of doing business' compiled by the PHD Chamber on Thursday.

The World Bank's ease of doing business is flawed as it uses inputs from Delhi and Mumbai, the Secretary said.

Rajasthan unhappy with centre’s ease of doing business rankings

NEW DELHI: The Rajasthan government does not appear to agree with the ease of doing business rankings for states put out by the Centre, pointing out that the rankings do not factor in the state's efforts to curb inspector raj and simplify labour laws. It has also mooted a 360 degree appraisal mechanism whereby states can also make policy recommendations to the Centre.

"We know this is a difficult exercise and some assessments are unfair, (but) we are not disputing the findings," said the state's industries commissioner (industries) Abhay Kumar. "We have directions to understand and remove the bottlenecks that have been identified and we will send our teams to other states where the report says there are better systems in place," he told ET.

The state has been ranked sixth with a score of 61% on implementing 98 action points identified by the Department of Industrial Policy and Promotion or DIPP to simplify business rules, and has been categorised an aspiring business leader in the report that ranked Gujarat as the best state to do business.

US Presses India to Speed Up Economic Reforms

Prime Minister Modi has publicly committed to moving India into the top 50 of the World Bank's 'Ease of Doing Business' rankings. Improving contract enforcement and modernising bankruptcy practices are central elements to achieving that ambition," she said.

Today, the World Bank ranks India 186 out of 189 countries on the ease of enforcing contracts.

Ease of doing business key to achieving bilateral goals: US

Ease of doing business is key to boosting Indo-US bilateral trade and achieving the goal of increasing it to USD 500 billion, US Commerce Secretary Penny Pritzker said today.

Trade ties between India and the US have never been better and the two-way commerce has nearly tripled in recent years with India becoming the fifth fastest source if FDI to America, she said.

"The (Narendra) Modi Government has streamlined bureaucratic decision making processes, raised Foreign Direct Investment limit in insurance, defense and railroad infrastructure and establish commercial court that speed up the resolution of business disputes," Pritzker said, adding that the US commends Modi and his team for this progress.

The first India-US Strategic Dialogue, announced during the India visit of US President Barack Obama in January this year, is being hosted by the Secretary of State John Kerry along with Pritzker at the Department of State.

External Affairs Minister Sushma Swaraj arrived here today to lead the Indian delegation for the dialogue which also includes Commerce Minister Nirmala Sitharaman and Power Minister Piyush Goyal. Ease of doing business, a step initiated by Prime Minister Narendra Modi, is key to boosting bilateral trade and achieving the goal of increasing it to USD 500 billion, Pritzker said.
