20 Anonymous (not verified) 203.122.16.122 Not Easy to Do Business Development Sector Bihar Muzaffarpur 1/5 2/5 1/5 1/5 Other NGO Registration (Social Enterprise) Confusing laws that say different things I am from Muzzafarpur, Bihar. I recently started a new enterprise in the Development Sector. I tried to register a NGO (Social Enterprise). I would say that the services provided in terms of registering the NGO are not at all time bound. It could take any amount of time to get your NGO registered. More over, my experience was that there is no sense of accountability when it comes to the government procedures related to starting up a business or an enterprise.

My advice to other people who want to have their own start ups would be that, since it is very difficult to start a venture in Bihar or even invest in Bihar, you should get your organization registered in any other state but not Bihar.

21 Anonymous (not verified) 203.122.16.122 Not Easy to Do Business Travel & Tourism Maharashtra Mumbai 2/5 2/5 2/5 2/5 Register the business Delay by the department even though I completed the procedure I started my Travel and Tourism business in Mumbai, Maharashtra. It wasn’t easy for me start the business. I made an attempt to register my business and my experience of registering it was not at all a good experience. The information regarding the processes involved in registering the business is not at all lucid and clear. I had to wait in the queue for more than two hours until my number was called. And there was a coupon system in place and the coupons were available only until 11.00 am. To sum it up, getting my business registered wasn’t an easy task at all. My advice to other entrepreneurs would be that please make sure you carry all the possible documents so that the process becomes simpler for you and you don’t have to go again and again or run from pillar to post to get your business registered or for any other procedures. 23 Anonymous (not verified) 203.122.16.122 Easy to Do Business Media Gujarat Ahemdabad 3/5 3/5 3/5 3/5 Register the business It was pretty much easy for us to set up our media enterprise in Ahmadabad, Gujarat. We are a partnership firm called as – Videowala and mostly work for the Adani Group and make short films as a part for their Corporate Social Responsibility. We won the 62nd National Film Award for the year 2014 under Best Debut Film of a Director (Non-Feature) Category for our documentary – ‘Goonga Pehelwan’. We are a partnership firm and a partnership firm is one of the easiest to register. It took us just five days to register the business and did not drain out our energies. Hence we could better concentrate on our business.

My advice to other start ups would be if you have no idea about the procedures involved and the paperwork, go through an accountancy firm or some legal experts. It helps you focus on your business better rather than wasting your energy and time on the processes involved. It was easy for my family to set up our medicines wholesale business. We tried to register our business, acquire land, register property, get permissions and licenses under labour laws, get building plan approved, get electricity connection, pay taxes, file returns under labour laws and tax laws. I would say it was easy for us to set up and register our business because we were ready to bribe the officials. In my opinion that is a given and probably is mandatory to get your work done. My advice to other businessmen would be either be ready to bribe or have patience for the lengthy procedures and formalities in order to start and register your business or start up. Both

They keep asking me to submit some new document every time I helped to register a non-governmental organisation in the social sector in Bengaluru, Karnataka. The number of documents required to do the work was boggling, and very troublesome. It was quite a task to get a VAT certificate for our social enterprise. It took close to a year, as the process was lengthy and the officials kept asking for newer documents at every visit.

An advice to younger entrepreneurs would be that if you are not ready to bribe the officials, you should be ready to go through a lengthy process to get necessary certificates and documents. 41 Prashant 203.122.16.122 Easy to Do Business Textiles Delhi Hauz Khas 4/5 3/5 3/5 3/5 Register the business I registered Safomasi in 2012, when I set it up with my wife, and started it a year later. Signing the business up was the easy part. As a textile business, I also needed a big, clean space. That was really difficult. In fact, this current office is only the second location I took a look at – I did not want to look further and risk losing this one. It suits our needs. Overall, the process seemed complicated though. I wasn’t really involved in the set-up of the business myself. I handed down all the work to my accountant, who did it himself. In terms of the experience, it wasn’t a hassle to me personally, but I found the amount of paperwork required by the government to be too much, taxing and frankly, unnecessary. Moreover, there was no information available about the procedure online, so I didn’t know what the next step was and hence my accountant handled all of that. Hence like everyone even I had to go through a third party despite me having all the paperwork and documents in place. So there is registration fees involved and on the top of it there is this lawyers’ or accountants’ fees involved. If one has all their documents in place, he/ she should be able to independently register the start up and not required to go through a third party. I did not know any of the costs involved as well. They were nowhere to be found – not on the websites, nowhere. When I visited the government office, all kind of unnecessary questions were posed at me rather than asking relevant information pertaining to my business or documents.

One has to learn how to deal with people. I’ve had different experiences with different people. I’d also advise them to conduct their business, keeping their finances in mind, and only take decisions that are financially sound. At the start, there will be a lot of costs involved, and the profits will trickle in slowly – one has to be patient with it. 42 Prashant 203.122.16.122 Not Easy to Do Business Management Consultancy Delhi Hauz Khas 4/5 3/5 1/5 2/5 Register the business Can’t find information Coming from the UK, the whole procedure went a little quicker than I expected. We hired a lawyer who handled all of the legal work. As per the experience, the lack of information regarding how to set up a business here is terrible. In the UK, every piece of information is on the government’s website, which makes the whole procedure very simple, whereas in India, it is so difficult to understand on your own! I would count this alone as a barrier to entry. Every step had to be explained to me by the lawyer or the accountant. And I had no option but to trust my lawyer. There are many grey areas regarding taxes and you don’t know surely what you need to do. Some of our clients are international and we receive certain fees for our expertise in dollars. Hence my accountant advised me to pay certain taxes since but he said it wasn’t a rule and I wasn’t sure whether I needed to pay that tax or not. The procedure could be set up online and that way it could be much easier and less complicated for people like me to go through the procedure.

To newer entrepreneurs, I would advise you to pick out good lawyers and accountants, and trust them. They know this system best, and work very well with it. In India, such services are quite reasonable in terms of costs – back home; the legal fees alone are too high! Lastly, I’d advise them to get all their paperwork in order before they start, which would make the registration and paperwork a lot faster.

43 Prashant 203.122.16.122 Easy to Do Business Entertainment Delhi Hauz Khas 3/5 3/5 3/5 3/5 Register the business It was quite easy for me to set up my business (LIMN Entertainment) which I would categorize under the entertainment sector. It was easy for me because I registered under my company as a sole proprietorship and also consulted my accountant who handled everything for me. I had to submit just three documents and the process went pretty quick. Infact the process to register my company took only a week or probably 10 days. The difficult part was finding a office space in South Delhi. I looked for 25 to 30 places and my current office where we are sitting was the last place I saw. Different people have different needs. I wanted a place with natural light and parking space and this was the only place I liked which had both of them. Registration of this office (property) was a bit difficult and was an elongated process. It needed a lot of unnecessary paper work. I had got the keys of this office before the paperwork and other formalities were completed. Also had it been a Pvt. Ltd or a Public Limited company, the process of registering the company would be very tedious and no procedure is very clear and straightforward. The process online is also not very easy to understand.
One other thing I would like to mention is that the procedure of registering any business or company and the documentation should be online and paperless. It would be much easier that way. But I have heard we are getting better with time unlike how it was in the past. Like taxation is steadily becoming online, I would like the procedure of registering the business or documentation process of registering your start up should be paperless and online.
It is not advice to others but rather it is a necessity to have all your paperwork in place. A lot of learning takes place only while you are ‘in the process’. I wasn’t aware of running a company or for that manner even manage a team before I started this company. But the journey has been very interesting and I have learnt a lot in the process. One advice would be – you need to be patient. Immense patience is needed if you want to be an entrepreneur. It takes time to set up your company and also for your company to grow unless your business is inherited. My mantara has been – “choose happiness over money!” I was in a very decent and good paying job. But my happiness lied in setting up LIMN and I am very happy about how it is steadily gaining momentum and growing.

Getting due payments cleared from the Government Delay by the department even though I completed the procedure Central government does not pay to the states and the state government does not pay to the service provider.
